Testing the setup
"Yeah, so I did all this stuff.. How do I know it's working right??"

Simple. Go to the LinkExchange home page. When you load their main page you should see the "no picture" icon where their ad banner would be. If it works, congrats! Otherwise, go over the steps again to make sure you did everything correctly.
