There are many independent musicians on youtube and instagram so it seems like promoting your music this way is a legit thing but how much money and effort is needed to become recognisable this way?

I believe that it is one of the most effective methods of promotion. I know what you are talking about

Not so much if you have good music. All you need is to spend a little amount of money to get your first views and subscribers. And as I said if your music is good then it can become viral and you won't need any other promotion. Right now TikTok is one of the advanced social media, so you can buy tiktok likes to promote your own music.
