if they are stacked 3 high does this represt a three string chord? and when do i know how to strum up and down?

I assume you are talking about guitar due to your other posts. On the downbeats you usually strum downwards. Just whatever comes easier, similar to bowed string intrumens. There are up bows and down bows, and instrumentalists do the bowings they find easiest (or what is written in the music) I don't know much about guitar music, so I don't know if they have the strummings written in or what. A guitarrist should answer this.
