My advice would be to seek out a kindermusic program. There are programs that exist for children their age that teach about how to listen to music and move with music and understand different aspects of music such as beat and tempo and dynamics, etc.
I, myself, have taught piano and guitar students as young as 4 years old. Some are ready for music lessons at that age and some are not. You may want to seek out some other teachers in your area that may be willing to take them on as students as well.
While I am not a fan of the program, the suzuki method might be an alternative to get your children started in music lessons until they are old enough to be in a private lesson setting.
Most importantly, keep them interested in music and support them and they will gain tools that they will use throughout their life. Good luck!
