Why is a slur and a tie the same symbol?

While a tie connects 2 of the same note and a slur connects 2(or more) of DIFFERENT notes they basically mean the same to a wind player. Go from a note to another note without tonguing. It doesn't matter if the 2nd note is different or not. It is the same physical reaction.
