Why wouldn't builders of wind instruments construct them to sound a "C" when a "C" is played, instead of Eb or Bb for example?

It's mostly about acoustics. A music instrument maker could make any instrument in any key if he wanted to, but the majority of those variations are not going to sound good or are going to have intonation problems on certain notes.
