should i start playin the guitar or drums? im pretty small for my age of 13 and umm i have small hands and arms.. i know how to keep a beat" i used to a competition dancer" and other stuff.. so help me .. i cant make up my mind

tell ya one thing dude when i get good enough to be in a band guitar players are a dime a dozen drummers are in demand

first of all babes don't dig drummers, they dig guitars players big time, however if u have small hands then guitar may not be ur thing

i play piano drums and guitar and i have to tell you drums are easy followed bt piano then guitar

Unlike the other posts who give you BS I'll try to actually advice you. Guitar will be difficult with small hands and fingers although not impossible. If you are used to dancing and have good rhythm, then I would assume you could keep good rhythm on drums.
TAKE LESSONS. Do not try to teach yourself. A good teacher can teach you so much more than trying to teach yourself. As percussionist myself, the nuances of learning all there is to know about drumming can be overpowering. A good teacher will bring you along slowly, but correctly.
No matter which instrument you choose, get a teacher.
