There is such thing as a 2/3. the bottom number can only be a 2,4,8,16. you could have a 32 but it is rare. The top number tell howmany beats in a measure. It can be any number. The bottom nuber tells what type of notes gets the beat.
2=half note
4=quarter note
8= dotted quarter in fast tempo or eigth in slow tempo
16=sixtenth note
If you are listening to a piece of music weither it be rock jazz, classical or whatever if you start to pat your foot to the beat, that is the tempo and the top number. discerning the lower number is a bit harder by sound. Basically beat that have a steady evenly divided feel are 2,4,16. Beats that have a uneven beat (blues and swing most notably) may have 8 or an 8 feel. some Marches by Sousa have a 8 feel.
