I think that it's strings.

I'd go with percussion, since the instrument is plucked. Same as with a piano - the music comes from the vibration of the strings, but the nature in which the sound is generated is the determinig factor.

After a quick search on Google, any mention of Harp is in the string family, except one site that lists it in percussion. All the others that lists it all put it in the string family.
