#beginquote# It is a way of writing things. You can theoretically call lots of things "counterpoint" if the construction of the "melodies" leads to interaction and not just harmony. The bass line is often written as a contrapuntal element. The Bass and Drums often work that way between each other too. You can compose using this method a lot, or a little. Some styles and eras have a highly defined contrapuntal element. Others don't. Sometimes, it just allows the listener to pay attention to one part moving while another part stands still.
